- Identify all the causes of the friction with our neighbours from across the Sulu Sea over Claim of Sabah
- Identify all the actions and responses taken by Malaysia in resolving the Claim of Sabah.
- Identify all the known actions and inactions taken by the Manila Government over Claim of Sabah
- Determine the rights to handle the Claim of Sabah by the Manila Government, the Heirs to the Sulu Sultanate.
- The questions of Project IC and the set up of the RCI on the illegal immigrants in Sabah to cause the agitation of the revival of the Claim on Sabah
- The preparation and the financing of the invasion or intrusion by Filipino gang of terrorists although claimed to be “Royal Army of Sulu”
- The non detection of the entry into Sabah by the Malaysian monitoring forces.
- The cooperation of the local people especially the Sulu / Bajau people in the area of Lahad Datu, Semporna and Tawau.
- The actual number of terrorists occupying the area.
- The basis and the process of negotiation with the socalled or self proclaimed Sultan Kiram III vis-à-vis Malaysia and Philippine Governments.
- Who are the Malaysians considered to be involved one way or another (economy, politics, moral and history) in the invasion rather than intrusion as heavy armament was involved?

Update -
The invasion at Tanduoa did not happen overnight.
There had been many FAILED attempts by the people across the Sulu sea since 1962 especially Jabidah 1968 to take violent actions to claim Sabah although some misleading declarations by Manila on the dormant claim.
So RCI should expose all the evils by the people (both within and without Malaysia) without any basis for the claim to be justified.
